The positive aspects of personal freedom must be defined in terms of knowledge and power -- the powers which nature has given men, and which men have used in turn to increase their understanding and consequently their control of themselves, nature, and events. The investigators who discovered the principles of electricity and the other secrets of nature, and the businessmen who translated this knowledge into real physical power, put humanity in a position to reach its present status of freedom. The function of the state is to make sure that all men are free to use the powers which nature has given them and which they have improved. The methods perfected by free societies to fulfill this function are the principles of private property and freedom of contract -- the basic and most important working principles of any free society.
